php_value in httpd-vufind.conf incompatible with php-fpm

      Description

      VuFind uses a php_value directive in its default httpd-vufind.conf file to turn on short tags in support of its templates.

      This works for the common mod_php method of integrating with Apache, but it is incompatible with php-fpm, which is growing in popularity and is now the default PHP integration in Fedora 27.

      We should investigate a possible workaround for this problem. The most obvious solution is to stop using short tags, since these are not considered a best practice anyway. This change can be easily made with the help of php-cs-fixer.
