Finishing up theme issues.

Strategy:

  - Reduce reliance on Bootstrap specifics in the Bootstrap theme; instead use theme-specific classes to make customization easier and to allow other libraries to be used more easily in future.
  - Hope to merge all partial "bootstrap reduce" PRs into master so that we can close out the original "bootstrap reduce" PR.
  - Once bootstrap is reduced, the modern theme can be completed.

Chris hopes to set up a demo of the modern theme very soon.
